Upton Community Centre users have been left out in the cold after the popular venue was closed with immediate effect on Friday.
There had been problems with the heating at the Claude Road site for some time, which is used by a nursery as well as for youth groups, language classes and clubs for older people.
A council spokesman explained that an on site contractor confirmed that the boiler, boiler controls, boiler refractory and electrical wiring in the Victorian building no longer comply with current regulations.
A comprehensive report will now take place on what it would cost to bring the centre back into use.
