Newham Council handed out 186,414 penalty charge notices last year.
The statistics were collected by Churchill Car Insurance using Freedom of Information requests.
Out of the 10 London councils which provided information, Newham was second only to Westminster Council which gave out almost half a million.
The data comes a week after it was revealed that Newham Council has been ordered to refund £350,000 in parking fines which were issued using CCTV cameras that were not legally cleared for parking enforcement.
