Newham and Havering back-office merger to extend to Bexley

Newham council could save £363,000 over the next two years if Bexley joins its current back-office merger with Havering borough.

The cabinet of Newham and Havering are being recommended to agree to the extended partnership at council meetings next month, according to a oneSource report.

The deal could result in functions such as legal, human resources, IT and procurement from external providers being shared in addition to financial services.

However Newham would be excluded from a separate agreement between the two other local authorities to share policy and democratic services in the future.

A Newham Council spokeswoman, said: “Newham and Havering Councils already have a demonstrable track record in partnership working that has improved services and saved money for both organisations through the One Source agreement.”

Onesource – the existing partnership between Newham and Havering - has already brought together 22 back office services and 1,350 staff.

Now bosses want to push through the changes by early March 2016 “with the aim of implementing the shared service as soon as possible thereafter” according to the report.
