Ed Miliband has chosen Newham to deliver a key note speech this morning in which he will promise a cap on social security spending in a future Labour government.
The party leader will address business and community leaders at Newham Dockside council offices before going to City Airport, where he will meet people who have got into employment through the council’s Workplace scheme.
Mr Miliband is also expected to say that councils will be allowed to negotiate lower rents with landlords to cut housing benefit and free up money for house building.
He will also say that only people who pay into the benefit system for more than two years should be entitled to jobseeker’s allowance.
Mr Miliband insists the social security cap is needed to turn around the economy.
