East Ham fly-tipper caught on camera

A fly-tipper has paid the price after the van used was traced back to his East Ham home.
Emil Pislea, of Kempton Road, was caught on CCTV dumping four black sacks of rubbish from a van in Dukes Road, East Ham, at around 4am on Tuesday, July 7.
Two days later police officers and council enforcement officers visited the home where the van was registered.
When questioned, the 44-year-old admitted to dumping the bags and repeated his admission during an interview under caution.
Pislea was issued with an £80 fixed penalty notice and charged £150 towards the costs of clearing and disposing the rubbish, which he paid in full within an hour.
Cllr Unmesh Desai, cabinet member for crime and anti-social behaviour, said: “This is a clear example of the swift action the council takes not just to clear fly tipping but also to track down the culprits and taken them to task.
“Thanks to the rapid response by our officers we were able to fully recover our costs and deal with the offender.
“This should send a loud and clear warning to all fly tippers – when we find you, we will make sure you pay.”
