A by-election to fill the vacant Boleyn Ward seat will take place on Thursday, December 3.
It has been called following the death of Cllr Charity Fiberesima in October.
The 63-year-old had represented Labour on the council.
Anyone wishing to stand must return their nomination papers to the returning officer at Newham Town Hall no later than 4pm on Friday, November 6.
Applications for postal votes must reach the electoral registration officer at Newham Town Hall by 5pm on Wednesday, November 18,. and applications to vote by proxy by 5pm on Wednesday, November 25.
