A woman has been banned from most of Upton Park for regularly harassing elderly people for money.

Lisa Barclay, 27, of Wellington Road, approached older residents persistently asking for money over a period of two years, preying on one victim in particular in the Green Street area.

Barclay was issued with harassment warning letters that she breached on two occasions until she was given an Anti-Social Behaviour Order at Thames Magistrates Court on January 21.

The order prevents her from further contact with a named elderly, Newham resident and from entering Green Street between Romford Road and Green Street and the area perimeter of Shaftesbury Road, Katherine Road, Plashet Grove, Plashet Road, Upton Lane, Boleyn Road and Upton Park Road.

The restrictions are ongoing and a five-year prison term, fine, or both can be applied if the order is breached.

Sergeant Pete Threlfall, from the Green Street East and West Safer Neighbourhood Teams, said: “Many months of work by the Green Street Safer Neighbourhood Teams including the Problem Solving Team have culminated in the granting of this ASBO for this predatory person, who has repeatedly preyed in particular on a vulnerable and elderly resident of Newham.

“I am proud of the tireless work carried out by the team in close association, communication, and with help from Newham residents and businesses, co-ordinated and predominantly led by Pc Suzie Threadgold.

“This is a strong example of local police and local residents working together, looking out for each other and refusing to submit to anti-social behaviour at any level.

“It sends a clear message that this type of behaviour will not be tolerated and will hopefully increase confidence in the MPS.

“We would urge the public to continue reporting all incidents of anti-social behaviour and, if they believe the terms of an ASBO are being broken, they should contact the police on 101.”
